
Irving Infill Site Remediation and Reuse Plan
Boreal Development was awarded a Brownfield Cleanup grant from the Environmental Protection Agency (EPA) to conduct site remediation for the two lots we own in the Irving neighborhood at 218 S 59th Ave W, Duluth, MN 55807. The soil is contaminated with arsenic and benzo(a)pyrene equivalent exceeding the Minnesota Pollution Control Agency's soil reference values for residential use.
We held a listening session in November 2024 where several neighborhood residents shared their perspectives about what they would like to see for housing in the area. At right is an initial site plan, but we will hold more sessions and opportunities for input before this is finalized.

Boreal Development (fka Green New Deal Housing) has been awarded a $299,592.00 Cooperative Agreement from the U.S Environmental Protection Agency under the Fiscal Year 2025 Brownfields Cleanup Grant Program (CFDA 66.818). This funding supports Boreal Development’s efforts to remediate and redevelop their Irving Infill property (Site) located at 218 South 59th Ave West in Duluth, Minnesota, within the northwest quarter of Section 18, Township 49N, Range 14 West, on the U.S Geological Survey Duluth Heights and West Duluth, Minnesota Quadrangle topographic map. The Site is comprised of two vacant parcels, totaling approximately 0.2-acres with access to South 59th Ave West and the alley between South 59th Ave West and South 58th Ave West, the parcels are assigned Parcel Identification Numbers (PIN) 010-4500-01740 and 010-4500-01750.
The intent of this project is to address an environmental assessment completed in 2019 that rendered evidence of dumping on the site, including debris material such as concrete, glass, ceramics, metal, linoleum and brick. Soil samples indicated the concentration of polynuclear aromatic hydrocarbons (PAHs), specifically benzo(a)pyrene equivalent, and arsenic were greater than the Minnesota Pollution Control Agency’s (MPCA) soil reference value (SRV) for residential land use in several locations.
Boreal Development is soliciting proposals from firms with proven expertise in environmental site assessment, remediation planning and implementation, quality assurance procedures, regulatory compliance, construction/remediation oversight, and community engagement. Upon completion of this solicitation process, Boreal Development intends to select a Qualified Environmental Professional (QEP) that will assist the Agency in performing the necessary services to facilitate the cleanup and redevelopment of the Site in accordance with all applicable EPA grant requirements and state regulations.
